Part IV: Financial Fraud · Chip, Cash & Ticket Fraud

TITO Ticket Duplication/Barcode Forgery

TITO FraudSkill: Professional

How it works

TITO tickets are printed on thermal paper with barcodes encoding ticket value and validation data. Sophisticated fraudsters attempt to duplicate tickets by scanning and reprinting barcodes, or by manipulating ticket data to alter values. While modern TITO systems include encryption and validation against central databases (preventing simple photocopy fraud), vulnerabilities exist in older systems or through insider access to ticket databases. Forged tickets typically fail when the central system cannot validate the ticket number or detects duplicate redemption attempts.

On the record

While modern TITO systems have largely eliminated simple duplication fraud, legacy systems and improper implementation continue to create vulnerabilities. Regular security audits of TITO infrastructure are essential.
